I am using Eriks Page Localization Suite in this setup because it allows to hide / show tabs for selected locales.

• Get the module from Apollo-Software.nl, install it and set it up by following the directions in the module

• Add three pages to your portal:
• All articles, configure this page to be only visible to the security role that is allowed to publish articles
• German Articles, configure it to be visible to All Visitors
• English Articles, configure it to be visible to All Visitors

• By using the page localization module translate / configure them as follows
• Choose a german page title for German Articles, e.g. Artikel, make the page only visible to english visitors
• Choose an english page title for English Articles, e.g. Articles, make the page only visible to english visitors
